Judge Albert J. Matricciani, Jr. is the Director of the Business and Technology Case Management Program in the Circuit Court for Baltimore City. Judge Matricciani was appointed to the Circuit Court by Governor William Donald Schaefer in December, 1994 and elected to a full term in November, 1996. He is a graduate of the University of Maryland School of Law where he is currently an adjunct professor. Judge Matricciani is a member of the American Law Institute, a Fellow of the American, Maryland and Baltimore Bar Foundations. He is a former Partner at Whiteford, Taylor & Preston and a past President of the Bar Association of Baltimore City.
Judge Evelyn Omega Cannon was sworn in as a judge on the Circuit Court for Baltimore City on December 6, 1996. Before becoming a judge, she was Chief of Litigation for Attorney General J. Joseph Curran, Jr. and in that capacity represented the State in a major litigation including suits arising from the savings and loan crisis and the State regulation prohibiting smoking in most public places. Prior to joining the Attorney General’s Office, she taught at the University of Maryland School of Law and she spent one year as a staff attorney at the Public Defender Service for the District of Columbia. Judge Cannon has a LL.M and J.D. from Duke University Law School. She has taught trial advocacy throughout the country for the National Institute of Trial Academy. In 1997 and 2001 Judge Cannon was named one of the Top 100 Women in Maryland. She is a Fellow of the Maryland Bar Foundation.
Judge Kaye A. Allison was appointed Associate Judge of the Circuit Court for Baltimore City by Governor Parris N. Glendening in November 1999. On January 1, 2003, Judge Allison was assigned to the Business and Technology Court. She is a graduate of the University of Maryland School of Law. Judge Allison has served as Adjunct Professor at Columbus School of Law and at the University of Baltimore School of Law. She is the co-author of Mediation, A Handbook for Maryland Lawyers, 1999 MICPEL and is a member of the Maryland State Bar Association, Women’s Law Center, Federal Bar Association, Women’s Bar Association of Maryland, Inc., and the Serjeants’ Inn Law Club. She also serves as a tutor in the Homewood Literacy Program and as a volunteer for the Baltimore Region Pets on Wheels.
Judge Stuart R. Berger was appointed Associate Judge of the Circuit Court for Baltimore City by Governor Parris N. Glendening in December 21st, 1998. On December 1st, 2006, Judge Berger was assigned to the Business and Technology Court. Judge Berger was the recipient of The Daily Record’s “Leadership in Law” Award for 2006, as one of 24 leaders in the law throughout the State of Maryland. Fellow, Advance Science and Technology Adjudication Resource Program handling science and technology cases in the Circuit Court for Baltimore City. Member, Beth El Congregation; Member, American, Maryland State and Baltimore City Bar Associations; Fellow, Maryland Bar Foundation; American Jurisprudence Award for Legal Skills; Member of the Barristers and Serjeants Inn Law Clubs, Member, Maryland State Bar Association Committee to revise the Maryland Pattern Jury Instructions for criminal cases, 2003-present; Member, Board of Directors of the Bar Library for Baltimore City, 2001-2006; Member, Board of Directors of the Baltimore Courthouse and Law Museum Foundation, 2002-present; co-representative for the Circuit Court for Baltimore City to the Maryland Circuit Court Judges Association; Member, State Advisory Board for Juvenile Services, 2002-2004.
